IBMA KYOKUSHIN KAI Affiliation and Certification Regulations (Revised Draft — Complete Version)

Preamble — Building Trust and Authority Together

IBMA KYOKUSHIN KAI seeks to respect the history and spirit of Kyokushin Karate, preserve and study its techniques, training systems, and value as Budo, further develop them, and pass them on to future generations.

The affiliation system established by these Regulations is not intended to integrate all organizations and dojos into a single organization, nor to require uniform changes to their names, representatives, teaching policies, training content, or daily operations. It is a framework for promoting instructor development, improved safety, research, exchange, and international cooperation while respecting the history and independence of each organization and dojo.

Affiliation is the basic stage for establishing a cooperative relationship with IBMA KYOKUSHIN KAI. An affiliated organization or dojo may continue its activities without seeking certification. An organization or dojo seeking a stronger relationship and greater public trust may, after establishing an appropriate record of activities and meeting the prescribed standards, apply for certification as a Certified Organization or Certified Dojo.

Trust and authority are not granted unilaterally through a name or certification. They are built together through mutual learning, cooperation, and the accumulation of sincere and responsible activities by IBMA KYOKUSHIN KAI and its affiliated organizations and dojos.

Based on these principles, these Regulations clarify the requirements, rights, obligations, and procedures relating to affiliation and certification.

Chapter 1 — General Provisions

Article 1 (Purpose)

The purpose of these Regulations is to establish the fundamental provisions governing the affiliation and certification of organizations and dojos that support the principles of IBMA KYOKUSHIN KAI, and, while respecting the independence of each organization and dojo, to promote the sound development of Karate and Budo, the development of instructors, higher technical and safety standards, and domestic and international exchange and cooperation.

Article 2 (Names)

  1. The Japanese name of the organization shall be “IBMA極真会館.”
  2. The English name of the organization shall be “IBMA KYOKUSHIN KAI.”
  3. In these Regulations, “IBMA” means the International Budo Human Development Association (国際武道人育英会).

Article 3 (Relationship with IBMA)

  1. IBMA KYOKUSHIN KAI is an independent Budo organization certified by and maintaining a cooperative relationship with IBMA.
  2. IBMA and IBMA KYOKUSHIN KAI shall each maintain their own organizational structure, membership system, operational authority, accounts, and responsibilities.
  3. IBMA KYOKUSHIN KAI is neither an internal division nor a subordinate organization of IBMA, and IBMA is not a parent organization that directly supervises the day-to-day operations of IBMA KYOKUSHIN KAI.
  4. Affiliation with IBMA KYOKUSHIN KAI does not, by itself, confer IBMA membership upon any individual, nor does it mean that an organization or dojo is affiliated with IBMA. However, an Affiliated Organization or Affiliated Dojo shall satisfy the IBMA Supporting Member and IBMA General Member requirements set forth in Article 7.
  5. Affiliated Organizations, Affiliated Dojos, Certified Organizations, and Certified Dojos of IBMA KYOKUSHIN KAI shall be treated as organizations and dojos having a cooperative relationship with IBMA and, in principle, shall not be required to submit a separate application for recognition as an IBMA Cooperating Organization or IBMA Cooperating Dojo.
  6. IBMA membership status, dues, rights, and obligations shall be governed by the IBMA Articles of Incorporation, Membership Regulations, and other applicable rules.

Article 4 (Relationship with KWU SENSHI)

  1. Upon affiliation with IBMA KYOKUSHIN KAI, each Affiliated Organization and Affiliated Dojo shall be recognized as a KWU SENSHI alliance member through IBMA KYOKUSHIN KAI.
  2. The relationship described in the preceding paragraph signifies cooperation with KWU SENSHI activities and participation in international collaboration through IBMA KYOKUSHIN KAI. It does not mean that an Affiliated Organization or Affiliated Dojo is automatically recognized as a KWU SENSHI branch, Certified Organization, or Certified Dojo.
  3. An organization or dojo seeking recognition as a KWU SENSHI branch, Certified Organization, or Certified Dojo shall submit a separate prescribed application and undergo the required review and approval process.
  4. The use of the KWU SENSHI name, logo, and other marks shall be subject to the rules and approvals established by KWU SENSHI and IBMA KYOKUSHIN KAI.

Article 5 (Respect for Independence)

  1. Each Affiliated Organization and Affiliated Dojo shall retain its independence with respect to its name, representative, teaching policies, training content, organizational structure, finances, and day-to-day operations.
  2. Except as provided in these Regulations and related rules, IBMA KYOKUSHIN KAI shall not improperly interfere in the day-to-day operations of an Affiliated Organization or Affiliated Dojo.
  3. An Affiliated Organization or Affiliated Dojo may not rely on its independence as grounds for exemption from the safety, ethical, qualification, membership, or representation standards established by these Regulations.

Chapter 2 — Affiliation

Article 6 (Categories of Affiliation)

The categories of affiliation with IBMA KYOKUSHIN KAI shall be as follows:

  1. Affiliated Organization
    An organization that oversees multiple dojos, branches, or members
  2. Affiliated Dojo
    A single independently operated dojo, club, or training group

Article 7 (Eligibility for Affiliation)

An organization or dojo seeking affiliation shall satisfy the following requirements:

  1. It supports the principles and purposes of IBMA and IBMA KYOKUSHIN KAI.
  2. It conducts ongoing Karate or related Budo activities.
  3. It has an appropriate representative and an individual responsible for its operations.
  4. It designates an IBMA Liaison responsible for communication and coordination with IBMA KYOKUSHIN KAI. The representative may also serve as the IBMA Liaison.
  5. It complies with applicable laws, public order and morals, and the ethical principles of Budo.
  6. It maintains an appropriate safety management system for instruction and activities.
  7. It has no relationship with antisocial or criminal organizations.
  8. The organization or dojo is registered as an IBMA Supporting Member and maintains that status.
  9. In principle, at least five IBMA General Members are registered in connection with the organization or dojo.
  10. If it is difficult to meet the requirement of the preceding paragraph at the time of the initial affiliation application, the organization or dojo may apply for affiliation with at least three IBMA General Members, provided that it submits a plan to increase the number to at least five by its first affiliation renewal and obtains the approval of IBMA KYOKUSHIN KAI.
  11. Each person registered as an IBMA General Member shall register voluntarily and in accordance with the IBMA Membership Regulations and prescribed registration procedures.
  12. At the affiliation stage, the representative or IBMA Liaison is not required to be an IBMA Regular Member.
  13. It satisfies the requirements concerning instructional structure and qualification development set forth in Article 14.
  14. It satisfies any other conditions deemed necessary by IBMA KYOKUSHIN KAI.

Article 8 (Application for Affiliation)

An organization or dojo seeking affiliation shall, in principle, complete a preliminary consultation and submit the following documents and information:

  1. The prescribed affiliation application form
  2. An overview of the organization or dojo
  3. Information concerning the representative, the individual responsible for operations, and the IBMA Liaison
  4. Information concerning the background, ranks, and qualifications of instructors
  5. Principal activities and activity locations
  6. Organizational rules or an equivalent operational policy
  7. Policies concerning safety management and accident response
  8. Information confirming registration as an IBMA Supporting Member
  9. Information confirming the registration of at least five IBMA General Members; where Article 7, paragraph 10 applies, information confirming the registration of at least three IBMA General Members and a plan to increase the number to at least five
  10. Information concerning the placement of qualified persons under Article 14, or a qualification development and instructional structure improvement plan
  11. Any other materials considered necessary for review

Article 9 (Review and Approval of Affiliation)

  1. IBMA KYOKUSHIN KAI shall conduct a comprehensive review of the submitted application documents, activity record, instructional structure, safety management, ethical standards, membership-based relationship with IBMA, and placement of qualified persons.
  2. IBMA KYOKUSHIN KAI may, when necessary, require an interview, on-site inspection, online review, or submission of additional materials.
  3. Affiliation shall take effect upon approval by the designated review body of IBMA KYOKUSHIN KAI, payment of the affiliation fee, and completion of all required registration procedures.
  4. IBMA KYOKUSHIN KAI may approve conditional affiliation subject to corrective measures concerning membership numbers, qualification development, instructional structure, or other matters.
  5. Approval of affiliation does not constitute certification as a Certified Organization or Certified Dojo.
  6. Where necessary for operational reasons or the protection of third-party rights, IBMA KYOKUSHIN KAI may withhold all or part of the reasons for a review decision.

Article 10 (Term and Renewal of Affiliation)

  1. The term of affiliation shall be separately prescribed by IBMA KYOKUSHIN KAI.
  2. An Affiliated Organization or Affiliated Dojo may renew its affiliation by completing the prescribed renewal procedures and paying the affiliation fee.
  3. At renewal, IBMA KYOKUSHIN KAI shall review the organization’s or dojo’s activities, safety management, placement or development of qualified persons, IBMA Supporting Member status, number of registered IBMA General Members, and other affiliation requirements.
  4. An organization or dojo affiliated under Article 7, paragraph 10 shall satisfy the requirement of at least five registered IBMA General Members by its first affiliation renewal.
  5. If unavoidable circumstances prevent compliance with the preceding paragraph, IBMA KYOKUSHIN KAI may approve a conditional renewal for a specified period upon submission and approval of the reasons and an improvement plan.
  6. If the affiliation requirements are not satisfied, IBMA KYOKUSHIN KAI may defer renewal, grant conditional renewal, restrict the scope of activities, or deny renewal.

Article 11 (Affiliation Fees and Membership Dues)

  1. The annual affiliation fee shall be JPY 10,000 per Affiliated Organization or Affiliated Dojo.
  2. The annual IBMA Supporting Member dues payable by an Affiliated Organization or Affiliated Dojo shall be JPY 5,000 per organization or dojo. These dues shall be paid separately to IBMA and are not included in the affiliation fee set forth in the preceding paragraph.
  3. Annual dues for an IBMA General Member shall be JPY 3,000 per person and shall be paid to IBMA by each member. An organization or dojo may collect and remit the dues on behalf of its members.
  4. Annual dues for five IBMA General Members total JPY 15,000. Accordingly, the standard total annual amount at the affiliation stage shall be JPY 30,000, consisting of JPY 5,000 in IBMA Supporting Member dues, JPY 15,000 in dues for five IBMA General Members, and the JPY 10,000 IBMA KYOKUSHIN KAI affiliation fee.
  5. IBMA membership status and dues are governed by the IBMA Articles of Incorporation, Membership Regulations, and other applicable rules and shall be accounted for separately from IBMA KYOKUSHIN KAI affiliation fees.
  6. Fees for certification applications, reviews, registration of affiliated dojos, issuance of certificates, and other related matters shall be prescribed separately from the affiliation fee.
  7. An applicant may be required to bear international remittance fees, translation expenses, on-site inspection costs, or other special expenses arising from an overseas application.
  8. Any revision of membership dues or affiliation fees shall be decided through the prescribed procedures of the respective organization and announced publicly or notified to the persons concerned in advance.

Article 12 (Rights of Affiliated Organizations and Affiliated Dojos)

An Affiliated Organization or Affiliated Dojo shall have the following rights:

  1. To identify itself, within the approved scope, as an “IBMA KYOKUSHIN KAI Affiliated Organization” or “IBMA KYOKUSHIN KAI Affiliated Dojo.” Such identification does not confer the right to freely incorporate the IBMA KYOKUSHIN KAI name or trademarks into the organization’s or dojo’s own name.
  2. To have its approved organization or dojo name and other approved information listed on an official IBMA KYOKUSHIN KAI website or other official media.
  3. To receive an Affiliation Registration Certificate from IBMA KYOKUSHIN KAI.
  4. To participate in seminars, training courses, exchange events, tournaments, and other activities conducted or approved by IBMA KYOKUSHIN KAI.
  5. To apply, subject to the prescribed requirements, for instructor qualifications, ranks, Kyoshi, Shihan, and other certifications.
  6. To apply for certification as a Certified Organization or Certified Dojo upon satisfying the prescribed requirements.
  7. To participate in information sharing, exchange, and cooperative activities through IBMA-Net.
  8. To propose a joint project with IBMA or IBMA KYOKUSHIN KAI and, following consultation and the necessary mutual agreement and approval, to implement that joint project.
  9. Through affiliation with IBMA KYOKUSHIN KAI, to receive opportunities to participate in KWU SENSHI alliance activities and international collaboration.
  10. To receive any other support provided by IBMA KYOKUSHIN KAI to its Affiliated Organizations and Affiliated Dojos.

Article 13 (Obligations of Affiliated Organizations and Affiliated Dojos)

An Affiliated Organization or Affiliated Dojo shall have the following obligations:

  1. To comply with these Regulations and all related rules.
  2. To maintain its IBMA Supporting Member status.
  3. To maintain the registration of at least five IBMA General Members, except during a period approved under Article 7, paragraph 10 or Article 10, paragraph 5.
  4. To uphold the dignity expected of Budo practitioners and instructors.
  5. To ensure safety in training, examinations, tournaments, and other activities.
  6. To prevent violence, abuse, harassment, discrimination, unlawful conduct, and other inappropriate behavior.
  7. To give full consideration to the safety, dignity, and healthy development of children and young people in instruction.
  8. To promptly report any material change concerning the representative, location, contact information, IBMA Liaison, instructors, membership requirements, placement of qualified persons, or other important matters.
  9. To pay affiliation fees and all other prescribed fees by the applicable deadlines.
  10. Not to use the names, logos, certificates, qualifications, or ranks of IBMA, IBMA KYOKUSHIN KAI, or KWU SENSHI in a misleading manner or beyond the approved scope.
  11. Not to make representations, advertisements, or certifications beyond the scope of its affiliation, certification, or qualifications.
  12. Not to issue any rank, qualification, certificate, or similar credential as an IBMA KYOKUSHIN KAI certification without prior approval, and not to improperly award or indiscriminately issue qualifications or ranks.
  13. In principle, to submit an annual report concerning activities, instructional structure, safety management, membership registration, and placement of qualified persons.
  14. To respond within a reasonable scope when IBMA KYOKUSHIN KAI requests additional reports concerning its activities or related matters.
  15. To promptly report any serious accident, violation of law, or incident affecting public trust to IBMA KYOKUSHIN KAI.

Article 14 (Instructional Structure and Qualification Development of Affiliated Organizations and Affiliated Dojos)

  1. To improve instructional quality and safety and to prepare for possible future certification, each Affiliated Organization and Affiliated Dojo shall, in principle, endeavor to appoint the following qualified persons:
    1. At least one IBMA KYOKUSHIN KAI Certified Instructor
    2. At least one holder of an IBMA KYOKUSHIN KAI certified rank of third dan or higher
  2. The same person may serve as both the Certified Instructor and the holder of a certified rank of third dan or higher under the preceding paragraph.
  3. An Affiliated Organization operating multiple dojos or branches shall clearly establish its overall instructional structure and appoint an individual responsible for instruction and safety management at each dojo or branch.
  4. The absence of the qualified persons specified in paragraph 1 at the time of initial affiliation shall not, by itself, constitute grounds for denying affiliation. In such a case, the organization or dojo shall submit and obtain approval for a qualification development plan and an instructional structure improvement plan.
  5. The development and improvement period under the preceding paragraph shall, in principle, be no longer than two years from the date affiliation is approved.
  6. During the development and improvement period, the organization or dojo may receive instruction, advice, or supervision from a Certified Instructor, Certified Kyoshi, or Certified Shihan approved by IBMA KYOKUSHIN KAI.
  7. The appointment of a supervising instructor does not replace the long-term development of qualified persons within the Affiliated Organization or Affiliated Dojo. The organization or dojo shall endeavor to establish the necessary instructional structure within the development period.
  8. If the development or improvement plan is not implemented without justifiable reason, IBMA KYOKUSHIN KAI may defer renewal, grant conditional renewal, restrict the scope of activities, or impose other appropriate measures.

Chapter 3 — Certification

Article 15 (Categories of Certification)

  1. The categories of certification by IBMA KYOKUSHIN KAI shall be as follows:
    1. Certified Organization
      An Affiliated Organization that oversees multiple dojos, branches, or members and satisfies the IBMA KYOKUSHIN KAI certification standards as an organization
    2. Certified Dojo
      An Affiliated Dojo that applies directly to IBMA KYOKUSHIN KAI as an independent dojo and satisfies the certification standards concerning instructional structure, placement of qualified persons, safety management, and activities
  2. A headquarters dojo, branch dojo, or other dojo registered, managed, and supervised by a Certified Organization shall be referred to as a “Certified Organization-Affiliated Dojo.”
  3. A Certified Organization-Affiliated Dojo is a dojo included within the scope of its Certified Organization’s certification and shall be distinguished from a Certified Dojo directly and independently certified by IBMA KYOKUSHIN KAI.

Article 16 (Relationship Among Certified Organizations, Certified Dojos, and Certified Organization-Affiliated Dojos)

  1. The relationship among Certified Organizations, Certified Dojos, and Certified Organization-Affiliated Dojos shall be as shown in Appendix Diagram 1.
  2. The differences in eligible entities, reviews, membership requirements, placement of qualified persons, management responsibility, and permitted representations for each category shall be set forth in Appendix Table 1.
  3. A Certified Organization shall receive direct certification from IBMA KYOKUSHIN KAI for the organization as a whole.
  4. A Certified Dojo shall receive direct certification from IBMA KYOKUSHIN KAI as an independent dojo.
  5. A Certified Organization-Affiliated Dojo is registered with IBMA KYOKUSHIN KAI through a Certified Organization. Such registration does not, by itself, constitute direct certification of that dojo as an independent Certified Dojo.
  6. To use the designation “IBMA KYOKUSHIN KAI Certified Dojo” independently, a Certified Organization-Affiliated Dojo shall submit a separate application and undergo review as a Certified Dojo.
  7. If a Certified Organization-Affiliated Dojo obtains direct certification as a Certified Dojo, its relationship with the Certified Organization shall not automatically terminate.

Article 17 (Basic Requirements for Certification)

An organization or dojo seeking certification shall satisfy the following requirements:

  1. It is an Affiliated Organization or Affiliated Dojo of IBMA KYOKUSHIN KAI.
  2. The organization or dojo maintains its IBMA Supporting Member status.
  3. At least five IBMA General Members are registered in connection with the organization or dojo, and their membership status is valid.
  4. At least one of the representative or the designated IBMA Liaison is an IBMA Regular Member in good standing.
  5. In principle, it has maintained continuous and appropriate activities for at least two years after approval of affiliation. However, if the organization or dojo is recognized as having a sufficient pre-affiliation record, instructional structure, placement of qualified persons, and public credibility, it may become eligible for certification review after at least one year of affiliated activities.
  6. It has no outstanding affiliation fees, IBMA membership dues, or other prescribed fees.
  7. It has completed the development and improvement plan under Article 14 and satisfies the placement requirements for Certified Organizations and Certified Dojos under Article 18.
  8. It has no serious deficiencies in instruction, safety management, ethics, organizational operations, or public representations.
  9. It satisfies the technical and educational standards established by IBMA KYOKUSHIN KAI.
  10. It satisfies any other requirements deemed necessary for certification.

Article 18 (Placement Requirements for Certified Organizations and Certified Dojos)

  1. A Certified Dojo shall appoint the following qualified persons:
    1. At least one IBMA KYOKUSHIN KAI Certified Instructor
    2. At least one holder of an IBMA KYOKUSHIN KAI certified rank of third dan or higher
    3. At least one IBMA KYOKUSHIN KAI Certified Kyoshi or Certified Shihan
  2. If one person holds more than one of the qualifications listed in the preceding paragraph, that person may satisfy multiple placement requirements.
  3. A Certified Organization overseeing multiple dojos or branches shall appoint the following qualified persons within the organization as a whole:
    1. At least one IBMA KYOKUSHIN KAI Certified Kyoshi
    2. At least one IBMA KYOKUSHIN KAI Certified Shihan
    3. At least one holder of an IBMA KYOKUSHIN KAI certified rank of third dan or higher
    4. At least one IBMA KYOKUSHIN KAI Certified Instructor at each affiliated dojo or branch
  4. If the same person holds both Certified Kyoshi and Certified Shihan qualifications, that person may be counted toward both requirements.
  5. A Certified Organization shall clearly identify the individual responsible for instruction at each affiliated dojo or branch, the placement of qualified persons, and the instructional management structure.
  6. If the same Certified Instructor is assigned to more than one affiliated dojo, the organization shall obtain confirmation from IBMA KYOKUSHIN KAI concerning the actual instruction provided at each dojo, frequency of instruction, safety management, and placement of assistant instructors.
  7. The qualification requirements and certification methods for Certified Kyoshi, Certified Shihan, Certified Instructors, and other qualifications shall be established in separate qualification regulations.

Article 19 (Registration Requirements for Certified Organization-Affiliated Dojos)

A dojo seeking registration as a Certified Organization-Affiliated Dojo shall satisfy the following requirements:

  1. It operates under the rules, teaching policies, and management structure of a Certified Organization.
  2. Its dojo name, location, activity venue, dojo representative, and contact information are registered with the Certified Organization.
  3. It appoints at least one IBMA KYOKUSHIN KAI Certified Instructor.
  4. It maintains an appropriate instructional structure and safety management system.
  5. It complies with these Regulations and all related rules.
  6. It maintains a system to prevent violence, abuse, harassment, discrimination, and other inappropriate conduct.
  7. It properly uses the IBMA KYOKUSHIN KAI name, logos, qualifications, ranks, and certification designations.
  8. It responds to requests for activity reports from IBMA KYOKUSHIN KAI or its Certified Organization.
  9. Through its Certified Organization, it appropriately monitors the IBMA membership registration status of persons associated with the dojo.

Article 20 (Management and Supervisory Responsibilities of Certified Organizations)

  1. A Certified Organization shall have primary management and supervisory responsibility for the instructional content, safety management, ethical conduct, placement of qualified persons, membership requirements, and public representations of its affiliated dojos.
  2. A Certified Organization shall maintain current information concerning its affiliated dojos, persons responsible for instruction, placement of qualified persons, and IBMA membership registration, and shall report such information when requested by IBMA KYOKUSHIN KAI.
  3. When establishing a new dojo or branch, a Certified Organization shall notify IBMA KYOKUSHIN KAI in the prescribed manner.
  4. If an affiliated dojo closes, becomes independent, transfers to another organization, or withdraws from the Certified Organization, the Certified Organization shall, in principle, provide notice within 30 days.
  5. If a serious violation of these Regulations or a safety-related problem is identified at an affiliated dojo, IBMA KYOKUSHIN KAI may require the Certified Organization to take corrective action, suspend activities, terminate registration, or take other appropriate measures.
  6. If a Certified Organization fails to exercise appropriate management and supervision over an affiliated dojo, the certification of the Certified Organization itself may be suspended, modified, or revoked.

Article 21 (Application and Review for Certification)

  1. An Affiliated Organization or Affiliated Dojo seeking certification shall submit the prescribed application and required supporting materials.
  2. IBMA KYOKUSHIN KAI may conduct a document review, interview, technical evaluation, observation of instruction, on-site inspection, or any other review considered necessary.
  3. In addition to the requirements set forth in Articles 17 and 18, the certification review shall comprehensively consider the applicant’s activity record, relationship with IBMA, contribution to local development and education, public credibility, and future activity plans.
  4. Following review, IBMA KYOKUSHIN KAI shall decide whether to grant certification, grant conditional certification, defer the decision, or deny certification.
  5. In the case of conditional certification, the applicant shall be notified of the required improvements and the applicable deadline.
  6. Certification shall take effect upon approval by the Board of Directors or other designated decision-making body of IBMA KYOKUSHIN KAI, payment of the certification fees, and completion of all required registration procedures.
  7. Certification is not granted automatically, and satisfaction of the affiliation period or placement requirements alone does not guarantee certification.

Article 22 (Use of Certified Names and Marks)

  1. A Certified Organization may use the designation “IBMA KYOKUSHIN KAI Certified Organization” only within the approved scope.
  2. A Certified Dojo may use the designation “IBMA KYOKUSHIN KAI Certified Dojo” only within the approved scope.
  3. A Certified Organization or Certified Dojo wishing to incorporate the name “IBMA KYOKUSHIN KAI” into its own organization, dojo, or branch name shall obtain separate express approval in writing or by electronic means.
  4. A Certified Organization-Affiliated Dojo may use one of the following designations, provided that the organizational relationship is made clear:
    1. “Dojo Name,” affiliated with “Certified Organization Name,” an IBMA KYOKUSHIN KAI Certified Organization
    2. “Certified Organization Name — Branch Name,” an IBMA KYOKUSHIN KAI Certified Organization
  5. Unless it has independently obtained certification as a Certified Dojo, a Certified Organization-Affiliated Dojo shall not identify itself as an “IBMA KYOKUSHIN KAI Certified Dojo.”
  6. An organization or dojo that has not obtained certification shall not use the word “Certified” or any designation having an equivalent meaning.
  7. Affiliation or certification does not confer the unrestricted right to use the names, logos, trademarks, or other marks of IBMA, IBMA KYOKUSHIN KAI, or KWU SENSHI.
  8. The use of certified names, logos, certificates, and other representations shall comply with the standards and individual approvals separately established by IBMA KYOKUSHIN KAI.
  9. If certification is suspended or revoked, the use of certified names, logos, certificates, and other representations shall cease immediately.

Article 23 (Term and Fees of Certification)

  1. The term of certification shall be separately prescribed by IBMA KYOKUSHIN KAI.
  2. Continued certification shall require the prescribed renewal review and renewal procedures.
  3. Certification application fees, review fees, affiliated-dojo registration fees, certificate issuance fees, and renewal fees shall be prescribed separately from the affiliation fee.
  4. At renewal, IBMA KYOKUSHIN KAI shall verify continued compliance with all certification requirements, including IBMA Supporting Member status, at least five IBMA General Members, and at least one IBMA Regular Member.
  5. If the certification standards are no longer satisfied, IBMA KYOKUSHIN KAI may defer renewal, grant conditional renewal, change the certification category, or deny renewal.

Chapter 4 — Rank Examinations and Recognition

Article 24 (Certified Rank Holders)

  1. A “Certified Rank Holder” means a person holding a rank recognized or approved by IBMA KYOKUSHIN KAI through the prescribed procedures.
  2. Holding a certified rank does not, by itself, confer the authority to examine or award ranks to another person.
  3. Recognition, transfer, registration, and renewal of certified ranks shall be governed by separate Rank Regulations.
  4. Ranks independently issued by an Affiliated Organization or Affiliated Dojo and ranks certified by IBMA KYOKUSHIN KAI shall be treated as separate systems.

Article 25 (Certified Rank Examiners)

  1. An organization or dojo conducting an IBMA KYOKUSHIN KAI certified rank examination shall appoint at least one Certified Rank Examiner.
  2. A Certified Rank Examiner is a person granted the qualification and authority by IBMA KYOKUSHIN KAI to conduct rank examinations.
  3. The presence of a Certified Rank Examiner does not authorize the issuance of a certified rank without the approval of IBMA KYOKUSHIN KAI.
  4. If a Certified Organization-Affiliated Dojo conducts a rank examination, it shall obtain the approval of its Certified Organization and complete the prescribed IBMA KYOKUSHIN KAI procedures.
  5. The method of conducting certified rank examinations, examiner qualifications and authority, examination subjects, examination records, registration, and issuance of certificates shall be governed by separate Rank and Examination Regulations.
  6. If no Certified Rank Examiner is available, the organization or dojo shall not conduct a certified rank examination until a new examiner has been approved.

Chapter 5 — Changes, Vacancies, and Succession of Status

Article 26 (Notification of Changes)

An Affiliated Organization, Certified Organization, Affiliated Dojo, Certified Dojo, or Certified Organization-Affiliated Dojo shall, in principle, provide notice within 30 days after any change to the following matters:

  1. The organization or dojo name
  2. The representative, individual responsible for operations, or IBMA Liaison
  3. The location, activity venue, or contact information
  4. IBMA Supporting Member status, the number of registered IBMA General Members, or the IBMA Regular Member required for certification
  5. Certified Instructors, Certified Rank Holders, Certified Kyoshi, Certified Shihan, or Certified Rank Examiners
  6. The organizational structure, branches, or affiliated dojos
  7. Activities or instructional structure
  8. Any other material matter affecting the affiliation or certification review

Article 27 (Vacancies in Membership Requirements or Qualified Personnel)

  1. If a vacancy occurs in any IBMA membership or qualified-person requirement established by these Regulations, notice shall, in principle, be provided within 30 days from the date of the vacancy.
  2. If the number of IBMA General Members associated with an Affiliated Organization or Affiliated Dojo falls below five, it shall, in principle, restore the number to at least five within six months.
  3. If a Certified Organization or Certified Dojo no longer has an IBMA Regular Member, it shall, in principle, appoint a new IBMA Regular Member as its representative or IBMA Liaison within six months.
  4. If the number of IBMA General Members associated with a Certified Organization or Certified Dojo falls below five, it shall, in principle, restore the number to at least five within six months.
  5. If a vacancy occurs in any qualified-person position required by these Regulations, the organization or dojo shall, in principle, appoint a replacement within six months.
  6. In the event of illness, death, relocation, resignation, or other unavoidable circumstances, the deadline for replacement or restoration may be extended upon application.
  7. During the replacement period, a supervising instructor approved by IBMA KYOKUSHIN KAI shall be appointed when necessary.
  8. If a Certified Rank Examiner position becomes vacant, all certified rank examinations shall be suspended until the vacancy is filled.
  9. If the membership or qualified-person requirement is not restored within the prescribed period, IBMA KYOKUSHIN KAI may modify the conditions of affiliation or certification, restrict the scope of activities, change the certification category, suspend the status, or revoke it.

Article 28 (Succession to Affiliation or Certification Status)

  1. Affiliation or certification status may not be freely transferred to a third party.
  2. A change of representative, merger, division, change of name, succession of operations, or other material change shall be reported in advance and approved.
  3. Depending on the nature of the change, IBMA KYOKUSHIN KAI may require a new review or a new application.
  4. In any such review, the IBMA Supporting Member, IBMA General Member, and IBMA Regular Member requirements may also be reviewed again.

Article 29 (Termination of a Relationship with a Certified Organization)

  1. If a Certified Organization-Affiliated Dojo withdraws from its Certified Organization, its registration and right to use the designation of a Certified Organization-Affiliated Dojo shall terminate.
  2. If the withdrawing dojo wishes to maintain a relationship with IBMA KYOKUSHIN KAI, it shall submit a new application as an Affiliated Dojo or Certified Dojo.
  3. After termination of the organizational relationship, all names, logos, certificates, and other representations indicating that relationship shall be promptly removed.
  4. If the withdrawing dojo applies as a new Affiliated Dojo, it shall satisfy the affiliation requirements concerning IBMA Supporting Member and IBMA General Member status.

Chapter 6 — Corrective Action, Suspension, and Revocation

Article 30 (Guidance and Corrective Requirements)

If IBMA KYOKUSHIN KAI determines that an Affiliated Organization, Affiliated Dojo, Certified Organization, Certified Dojo, or Certified Organization-Affiliated Dojo has violated these Regulations or failed to satisfy the applicable standards, it may take any of the following measures:

  1. An oral or written warning
  2. A requirement to submit an improvement report or corrective action plan
  3. A requirement to improve IBMA membership registration, the instructional structure, or the safety management system
  4. A requirement to correct the use of a name, logo, qualification, or certification representation
  5. A requirement to attend training or undergo re-examination
  6. A restriction on the scope of activities for a specified period
  7. Any other measure considered necessary for improvement

Article 31 (Suspension or Revocation of Affiliation, Certification, or Affiliated-Dojo Registration)

IBMA KYOKUSHIN KAI may suspend, modify the conditions of, or revoke affiliation, certification, or affiliated-dojo registration if any of the following applies:

  1. The application or notification contains a material false statement.
  2. There is a serious violation of these Regulations or related rules.
  3. The IBMA Supporting Member, IBMA General Member, or IBMA Regular Member requirement applicable to certification is not satisfied and is not remedied within the prescribed period.
  4. Affiliation fees, certification fees, or other prescribed fees remain unpaid without justifiable reason.
  5. The requirements concerning placement of qualified persons or the instructional structure are not satisfied and are not remedied within the prescribed period.
  6. A serious accident, safety management problem, or instructional problem occurs.
  7. Violence, abuse, harassment, discrimination, unlawful conduct, or other inappropriate behavior is established.
  8. The name, credibility, or public reputation of IBMA, IBMA KYOKUSHIN KAI, or KWU SENSHI is seriously harmed.
  9. An uncertified rank, qualification, certificate, or similar credential is issued or represented as certified by IBMA KYOKUSHIN KAI.
  10. The name, logo, trademark, or other mark of IBMA, IBMA KYOKUSHIN KAI, or KWU SENSHI is used without authorization or beyond the approved scope.
  11. A relationship with an antisocial or criminal organization is established.
  12. No actual activities or communications can be confirmed for an extended period.
  13. Any other serious circumstance makes continuation of the affiliation, certification, or affiliated-dojo registration inappropriate.

Article 32 (Procedure for Measures)

  1. Before suspending or revoking affiliation, certification, or affiliated-dojo registration, IBMA KYOKUSHIN KAI shall, in principle, notify the organization or dojo of the reasons and provide an opportunity to submit an explanation or opinion.
  2. If urgent action is necessary to protect life, safety, children, legal compliance, or the credibility of IBMA KYOKUSHIN KAI, a provisional suspension may be imposed before providing an opportunity for explanation.
  3. A final measure shall be determined after comprehensive consideration of the explanation submitted, progress of improvements, degree of harm, measures to prevent recurrence, and other relevant circumstances.
  4. A decision to suspend or revoke shall, in principle, be notified in writing or by electronic means.

Article 33 (Termination of Affiliation, Surrender of Certification, and Termination of Registration)

  1. An Affiliated Organization or Affiliated Dojo may terminate its affiliation by submitting the prescribed notice.
  2. A Certified Organization or Certified Dojo may surrender its certification by submitting the prescribed notice.
  3. A Certified Organization may terminate the registration of an affiliated dojo by submitting the prescribed notice.
  4. After termination of affiliation, surrender of certification, or termination of registration, the organization or dojo shall not use any name, logo, certificate, or other representation indicating affiliation with, certification by, or organizational status under IBMA KYOKUSHIN KAI.
  5. Termination of affiliation or surrender of certification shall also terminate the organization’s or dojo’s status as a KWU SENSHI alliance member through IBMA KYOKUSHIN KAI. This shall not affect any status or qualification separately and directly approved by KWU SENSHI.
  6. Termination of affiliation, surrender of certification, or termination of registration does not automatically terminate IBMA Supporting Member, General Member, or Regular Member status. Termination of IBMA membership status shall be governed by the IBMA Articles of Incorporation, Membership Regulations, and other applicable rules.
  7. Fees, reporting duties, accident-response obligations, and other obligations arising before termination or surrender shall not automatically cease as a result of that termination or surrender.

Article 34 (Request for Reconsideration)

  1. An organization or dojo that receives a denial, suspension, or revocation of affiliation, certification, or affiliated-dojo registration may request reconsideration by submitting a written statement of reasons within 30 days after receiving notice of the decision.
  2. Reconsideration shall review the original decision, any additional materials submitted, and the status of corrective actions.
  3. Only one request for reconsideration of the same decision may be submitted, in principle.

Chapter 7 — Miscellaneous Provisions

Article 35 (Personal Information and Submitted Information)

  1. Personal information obtained in connection with affiliation, certification, affiliated-dojo registration, qualifications, and ranks shall be used only to the extent necessary for review, registration, communications, activity management, safety management, and operation of the system.
  2. Information necessary to verify IBMA membership status may be confirmed or shared between IBMA and IBMA KYOKUSHIN KAI only to the extent necessary to operate the system.
  3. Personal information shall not be improperly disclosed to a third party except where required by law, with the person’s consent, or where urgently necessary to ensure safety.
  4. The publication of names, organization names, dojo names, qualifications, ranks, or other certification information shall be handled in accordance with the applicable policy established in advance.

Article 36 (Separate Regulations and Guidelines)

The following matters may be separately prescribed as necessary in accordance with the purpose of these Regulations:

  1. Certified Instructor Qualification Regulations
  2. Certified Kyoshi and Certified Shihan Qualification Regulations
  3. Rank and Examination Regulations
  4. Review Standards for Certified Organizations and Certified Dojos
  5. Registration Standards for Certified Organization-Affiliated Dojos
  6. Standards for the Use of Names, Logos, and Other Marks
  7. Safety Management and Ethical Guidelines
  8. Procedures for Coordination with IBMA Members and Verification of Membership Registration
  9. Schedule of Fees
  10. Procedures for Cooperation with KWU SENSHI
  11. Any other detailed rules necessary to implement these Regulations

Article 37 (Interpretation)

  1. Any matter not provided for in these Regulations or any question concerning their interpretation shall be determined by the designated decision-making body of IBMA KYOKUSHIN KAI in accordance with the purpose and principles of these Regulations.
  2. If these Regulations conflict with separately established detailed rules, these Regulations shall, in principle, prevail.
  3. The IBMA Articles of Incorporation, Membership Regulations, and other applicable rules shall prevail with respect to IBMA membership systems, membership status, dues, rights, and obligations.
  4. KWU SENSHI rules and approvals shall prevail with respect to KWU SENSHI branches, certified status, names, logos, and other marks.

Article 38 (Amendment)

These Regulations shall be adopted and amended with the approval of the Board of Directors or other designated decision-making body of IBMA KYOKUSHIN KAI.

Supplementary Provisions

  1. These Regulations shall come into effect on [Month] [Day], [Year].
  2. For organizations and dojos that were affiliated or maintained an equivalent relationship before these Regulations came into effect, an individual transition period may be established to satisfy the requirements concerning IBMA Supporting Members, IBMA General Members, IBMA Regular Members, placement of qualified persons, and other standards.
  3. For organizations and dojos that already held certification or an equivalent status when these Regulations came into effect, the appropriate certification category and transition requirements may be determined individually after reviewing their activity record and prior circumstances.
  4. Application forms, review standards, qualification standards, membership-verification procedures, fee schedules, and other documents necessary to implement these Regulations shall be prepared progressively.
  5. The membership dues and affiliation fees stated in these Regulations may be revised through the prescribed decision-making procedures of IBMA or IBMA KYOKUSHIN KAI.
